Job Summary:

The Manager, Recruitment and Retention provides hands on leadership and direction for end to end recruitment and retention function, design, implementation, and improvement that support the organizational workforce planning strategies and operational needs.

 

Talent Acquisition:

  • Provide leadership oversight for the talent acquisition processes in partnership with hiring managers (e.g. recommend recruitment strategies and approaches for sourcing, attracting, and securing talent) to attract and on-board top talent to the organization with a focus on diversity
  • Analyze recruitment metrics and design recruitment strategies and practices that support business objectives and achieve quality of hire, time to fill and diversity targets
  • Provide strategic leadership throughout the full recruitment cycle (i.e. identify and finalize vacancy requests, post jobs, conduct candidate searches in collaboration with hiring managers, onboarding)
  • Identify and develop program and process improvements to increase productivity and quality
  • Report key metrics to provide management summaries of open/filled positions and recruitment strategies, and identify and implement strategies to address barriers to filling high priority vacancies
  • Manages and leads recruitment activities for all management/leader level roles

 

Workforce Planning

  • Design, implement, recruitment planning processes and frameworks aligned with organizational priorities, organizational and departmental business plans, and identify potential top talent and key roles, and prepare for the purpose of succession planning
  • Direct research activities used to build a deeper understanding of talent needs versus capacity, and develop and improve strategies in recruitment, workforce planning, academic programming, policy development, etc.) that fill talent gaps
  • Partner closely with the HR Managers, Partners and Advisors to develop and execute short and long-term HR strategies that grow and develop talent

Retention:

  • Provide strategic leadership oversight of new hire processes (e.g. candidate offer process, onboarding, orientation, credential validation, etc.), and off boarding processes (e.g. exit interviews etc.) in compliance with legal and regulatory union and non-union requirements
  • Develop strategy and tactics to retain staff – including needs assessment for difficult areas
  • Review an examine existing programs and tactics and determine best approach
  • Oversee exit and stay interview process, report on themes and recommend solutions

 

Qualifications & Experience:

  • Bachelors Degree in Human Resources or related field required
  • Seven (7) years’ Recruitment experience required
  • HRPA membership, CRHP or CHRL designations preferred, or working towards
  • Three (3) years Recruitment Management experience preferred
  • Three (3) years’ experience in an Unionized Environment preferred
  • Sound knowledge of best Human Resources practices and employment legislation to support a strategically aligned, diverse and engaged workforce, where people are challenged, recognized and valued
  • Significant leadership, coaching and mentoring competencies to attract, retain and engage staff
  • Demonstrated service excellence approach and commitment to continuous quality improvement and performance measurement; business acumen, accountability and results orientation
  • Strong time management, planning and organizational skills to manage competing priorities and meet deadlines
  • Excellent communication, report-writing and presentation skills; critical thinking, problem-solving and negotiation skills
  • Demonstrated excellence in communication, both written and verbal
  • Demonstrated problem assessment skills
  • Demonstrated commitment to customer service and teamwork
  • Demonstrated individual leadership skills
