Job Summary

As one of two Managers within the Human Resources Team, you will provide leadership for day-to-day labour and employee relations, human resources business partner client support and various strategic projects. As a strategic partner, the Manager participates in implementing components of the People Strategy that support the Hospital’s Strategic Plan, mission, vision and values.

The Manager, Labour and Employee Relations is the senior labour relations expert, providing leadership and support to all client group levels regarding labour and employee relations matters on a day to day basis, working with the bargaining units and employees to foster a positive work environment and promote the employee expereince. The Manager leads negotiations with all union groups, representing the hospital in mediation and arbitration cases. The Manager is accountable for the efficient and effective management and utilization of approved financial, human and material resources.

Job Duties


  • Oversee Labour and Employee Relations and HRBP client support roles for a group of direct reports, including responsibility for recruitment and retention of staff, orientation and training, coaching and mentoring, performance management, and scheduling.
  • Provides overall leadership through policy direction and organizes, motivates, fosters teamwork, inspires, leads by example and coaches and appraises the efforts of others to achieve business objectives of their role.
  • Create a positive working environment for staff, encouraging staff education/ development, participation in decision-making, and providing a variety of opportunities for communication.
  • Research and provide recommendations to senior management on new service opportunities, emerging technologies and industry/human resources trends and best practice.
  • Manage and monitor/review departmental budget(s), analyze trends, and develop strategies to address variances.

 Service Delivery and Expertise

  • Maintain a comprehensive knowledge of legislative guidelines having an impact on the delivery of services.
  • Develop, implement and evaluate appropriate services, goals and objectives to ensure compliance with legislation and the policies of Southlake Regional Health Centre.
  • Recommend policy amendments and program development initiatives. Oversees development and updates to standard operating procedures within the team.
  • Prepare reports, education and presentations related to labour and employee relations to support organization continuous learning and building organizational and individual capacity.
  • Liaise with management, bargaining groups and employees to resolve issues related to grievances, conflict resolution and the disciplinary process.
  • Represent the hospital during the mediation process and prepare minutes of settlement.   Research and prepare for arbitration cases; direct legal counsel in legal hearings. Negotiate and bargain union contracts.

 Senior Human Resources Consulting

  • Provide senior level counsel for complex workplace and/or Human Resources matters.
  • Promotes the understanding of applicable legislation, policies and Collective Agreements to shape decision making.
  • Liaise with management on people impacts planning and department operations planning with Human Resources implications.  


  • Undergraduate degree in Business/Human Resources, Industrial Relations or other related field. CHRP/CHRL preferred.
  • Minimum 5-7 years progressively responsible employee and labour relations experience in a complex, unionized public sector environment, preferably health care.
  • Minimum 3 years’ experience in a leadership role.
  • Sound knowledge of best practices and employment legislation to support a strategically aligned, diverse and engaged workforce, where people are challenged, recognized and valued.
  • Significant leadership, coaching and mentoring competencies to attract, retain and engage staff.
  • Excellent people relations skills, demonstrating Southlake Regional Health Centre values to put patients first, give a damn, push the envelope and speak up. 
  • Demonstrated service excellence approach and commitment to continuous quality improvement and performance measurement; business acumen, accountability and results orientation.
  • Expertise supporting organizational change through strategic thinking and organizational behaviour/change management principles.
  • Strong time management, planning and organizational skills to manage competing priorities and meet deadlines.
  • Excellent communication, report-writing and presentation skills; critical thinking, problem-solving and negotiation skills
  • Superior professional judgment, diplomacy and relationship building skills.
  • Knowledge and understanding of Human Resources metrics and strong analytical and research skills.
  • Solid understanding and use of project management and ability to balance and manage multiple interests.
